Record is of recommendations made to Governor by Board concerning applications for clemency. Copy of each recommendation includes Board statement which contains applicant's name and all information relevant to case. Statement includes description of crime, name of county where trial held, names of trial judge and state's attorney, applicant plea, names of others involved in crime, sentence term and correctional institution where confined, date applicant received at correctional institution and excerpts from statements submitted by trial judge and state's attorney.

Prior to creation of State Board of Pardons in 1897, all parole actions were handled by Commissioners of the Penitentiary, while applications for executive clemency went directly to Governor's Office. New Board assumed administration of state's parole acts, first of which was passed in 1905.
